Making a corpse a dead thrall doesn't actually bring back the Poll: Did you kill Cicero or spare him and why? If you killed him; was it because Astrid told you to, you wanted his outfit, just because you didn't like him, or some other reason?
I did that as well when i spotted him on the road with broken wheel,wanted the outfit for my mannequin, then resurrected him and did the nearby quest that gets him jailed if you say you saw him steal to the patrolling guard,

Cicero is one of the creepiest characters you'll ever encounter in Skyrim. Cicero is a jester carrying a coffin mounted on a wagon that you'll find sitting near a farm just north of the Whitewatch Tower. Kill Silus: Mehrunes will repair the dagger and give it to the player. Spare Silus: Receive 500 gold, but do not receive the dagger. Regardless of choice, two Dremora appear; kill them and loot them for the Key to Mehrune's Shrine (this is also a good time to get some easy deadra hearts). You can either kill him, standing on the side of the reformers, or save his life, which is much more interesting, because then you can use him as a partner - in this capacity, Cicero is very good.
